ASEAN IPA Attends “International Forum on the Development of Intellectual Property Services” and Co-organizes the Seminar “ASEAN Intellectual Property Thematic Event” in Beijing

At the invitation of the Capital Intellectual Property Services Association (“CIPSA”), a delegation from ASEAN IPA, including Mr. Pham Nghiem Xuan Bac (President), Mr. Soh Kar Liang (Former President, Country Head of Singapore Group), and Ms. Nguyen Huong Giang (Honorable Secretary), attended the International Forum on the Development of Intellectual Property Services on 13 September 2024. The forum was co-hosted by CIPSA and China Council for International Investment Promotion, and co-organized by the International Intellectual Property Rights Protection Committee of Beijing and Chamber of International Commerce, at part of the 2024 China International Fair for Trade in Services (“CIFTIS”) in Beijing, China. 

The forum aimed to present the development trends in the intellectual property service industry to international innovators, foster exchanges in the IP service sector among various countries and regions, and create a platform for collaboration within the intellectual property industry. According to a recent report from CIPSA, the forum was attended, both online and offline, by 1,000 representatives from relevant government departments, domestic and foreign innovation entities, and IP service agencies. 

During the forum, Mr. Pham Nghiem Xuan Bac, on behalf of ASEAN IPA, participated in the Signing Ceremony of the Memorandum of Understanding (MOU) on Cooperation between CIPSA and ASEAN IPA. The MOU establishes a foundation for a long-term, mutually beneficial partnership between the two associations, with the aim of advancing cooperation in the IP field and thereby strengthening economic ties between the two economies. This collaboration will focus on providing assistance to IP owners and organizing seminars and training courses on IP matters for innovators from both regions, among other initiatives.

Additionally, ASEAN IPA was involved in various other activities during the forum, including Mr. Pham Nghiem Xuan Bac’s speech on the topic “Intellectual Property Cooperation Mechanisms under the Regional Comprehensive Economic Partnership (RCEP) Framework”, Mr. Soh Kar Liang’s attendance as a panelist in the Roundtable Discussion on the theme “Promoting Innovation and Intellectual Property Transfer and Transformation in the Life and Health Industry”, and Ms. Nguyen Huong Giang’s attendance as a panelist in the Roundtable Discussion on the theme “Intellectual Property Services Supporting Technological Innovation”.

On the occasion of this international forum, ASEAN IPA, CIPSA, and Beijing (Zhongguancun) International Intellectual Property Service Hall co-organized a seminar titled “ASEAN Intellectual Property Thematic Event”, hosted by Beijing Municipal Intellectual Property Office. This marked the first event co-organized by the two associations, ASEAN IPA and CIPSA, following the signing of the MOU with each other. The seminar was held in the afternoon of 14 September 2024 and featured five topics, as outlined below:

 

  • Enhancing IP protection as means to promote investment and trade between China and ASEAN

The 2024 China International Fair for Trade in Services (hereinafter referred to as " CITS ") International Conference on the Development of Intellectual Property Services (hereinafter referred to as "the Conference") was successfully held in Beijing on September 13. The theme of this conference is "Intellectual Property Services Promote Technological Innovation". It is hosted by the China Council for International Investment Promotion and the Capital Intellectual Property Services Association, and co-organized by the International Intellectual Property Protection Professional Committee of the Beijing International Chamber of Commerce and the Beijing (Zhongguancun) International Intellectual Property Service Hall. Chen Shipin, Deputy Director of the Application Promotion Department of the National Intellectual Property Administration, Zhou Liquan, Deputy Director and Second-level Inspector of the Beijing Intellectual Property Office, and Gao Wang, Ambassador of Brazil to China, attended the meeting and delivered speeches. Cui Haiying, Deputy Director of the Research and Development Center of the National Intellectual Property Administration, and Zhu Jialiang, Deputy Director of the Beijing Council for the Promotion of International Trade, Vice President and Secretary-General of the Beijing International Chamber of Commerce, attended the conference. Representatives of embassies and consulates in China and business associations from countries and regions such as the European Union, ASEAN, the United Kingdom, Poland, and Japan attended the conference and subsequent exchange activities. 1,000 representatives from relevant government departments, domestic and foreign innovation entities, and intellectual property service agencies attended the conference online or offline. 

The Capital Intellectual Property Services Association also signed cooperation memorandums with the ASEAN Intellectual Property Association to jointly build a "Science and Technology Innovation Service Station" to strengthen international cooperation in exchanges, mutual visits, talent cultivation, etc., to complement each other's strengths, achieve mutual benefit and win-win results, and strive to create a model of international cooperation in the intellectual property services industry. 

In the "Thematic Dialogue on the Development Trend of the Intellectual Property Service Industry" session of the conference, An Yalei, Director of the Service Industry Development and Supervision Division of the Intellectual Property Application Promotion Department of the National Intellectual Property Administration, introduced the situation of my country strengthening the governance of the intellectual property industry and promoting the high-quality development of the intellectual property service industry under the theme of "Strengthening supervision and promoting the high-quality development of the intellectual property service industry". Mi Moqin, intellectual property official of the European Union Mission to China and the European Union Intellectual Property Office, introduced the current situation and future of China-EU intellectual property cooperation. Shi Sangmo, Intellectual Property Commissioner of the British Embassy in China, introduced the intellectual property services provided by the UK to small and medium-sized enterprises. Fan Jingxuan, Chairman of the ASEAN Intellectual Property Association, introduced the intellectual property cooperation mechanism under the framework of the Regional Comprehensive Cooperation Partnership (RECP). The Beijing Arbitration Commission issued the "2024 China Intellectual Property Dispute Resolution Annual Observation (2024)".

This year's conference set up two themes in the roundtable dialogue session on the development of intellectual property services industry.

The theme session of "Intellectual Property Services to Promote Technological Innovation" was hosted by Cui Haiying, deputy director of the Intellectual Property Development Research Center of the State Intellectual Property Office. Jin Bo, director of the Service System Construction Division of the Public Service Department of the State Intellectual Property Office, Cao Xinghai, senior director of the International Department of the Intellectual Property Office of Singapore, Ota Yoshitaka, director of the Intellectual Property Department of the Japan External Trade Organization, Nguyen Xiangjiang, honorary secretary-general of the ASEAN Intellectual Property Association, Otto Benno Lix, founding partner of Basilis Law Firm, and Wang Wenjun, director of the Intellectual Property Department of Beijing DHH Law Firm, respectively expressed their profound insights.

In the theme session of "Promoting Innovation in the Life and Health Industry and Transfer and Transformation of Intellectual Property", Jiang Xue, Director of the Achievement Transformation Department of Peking University Third Hospital, Sun Dehui, Deputy General Manager of Beijing Yihe Jiaye Medical Technology Co., Ltd. and R&D Director of Beijing Shuimu Oriental Medical Robot Technology Innovation Center Co., Ltd., Su Qiaoliang, former Chairman of the ASEAN Intellectual Property Association, and Li Hui, Chairman of Beijing Sanyou Intellectual Property Agency Co., Ltd., had a lively discussion on the theme.

 

The International Conference on the Development of Intellectual Property Services Industry, together with its predecessor, has been successfully held for eight sessions. The organizers of the conference will continue to work hard to build the conference into the most influential international dialogue and exchange platform, style display platform, and industry cooperation platform in the field of my country's intellectual property services industry, and contribute due efforts to promote the high-quality development of the intellectual property services industry.
